The question is about the skipper ordering people to take other people's fish. Often when the fishing is good I release a lot of fish, and only take home a few -- just what I can eat. In this case I would refuse to take any extra fish. If the skipper allowed these unwanted fish to be killed, I would leave them on the boat, and let the skipper deal with the authorities.

And so the question becomes, who would get the ticket if a warden found a bunch of unwanted fish on the boat? Surely not the people with underlimits of fish in their bags.
